The Trinidad and Tobago External Telecommunications Company Limited (TEXTEL), was incorporated as a limited liability company in December 1969. It celebrated it’s 20th anniversary in 1989.
the 20th anniversary cards are sometimes called “overprints”, however they are actually printed with $15 value on all 3 designs, and hence, are not overprints on existing value cards.
